Florida has one of the most well-defined homeschool statutes in the country and a long-established home education program administered by the state. Parents can homeschool either by establishing a home education program with their county school district or by enrolling their student in a private umbrella school.
Legal framework
Home education in Florida is governed by Florida Statute §1002.41. The Florida Department of Education's Home Education page is the authoritative reference for the program's current requirements.
Notification & registration
Parents establishing a home education program must file a written notice of intent with the district school superintendent within 30 days of beginning the program. A written notice of termination is required when the program ends (including when the student graduates, enrolls in another school, or moves out of district).
Recordkeeping
The statute requires parents to maintain a portfolio of records and materials (including a log of educational activities and samples of the student's work) and to retain the portfolio for two years. Each year, the student must complete an annual evaluation through one of several approved methods (a certified teacher review of the portfolio, standardized testing, or another option specified in the statute), and the evaluation is filed with the superintendent.
Graduation requirements
Florida does not prescribe a fixed credit list for home education students. Parents determine when graduation requirements are met. Most Florida homeschool families build the high school transcript to mirror the state's public high school course expectations (English, mathematics, science, social studies, world language, fine and performing arts, and electives) so the transcript is easy to interpret for in-state college admissions.
Who issues the diploma
For families operating under §1002.41, the parent issues the diploma in the name of the family's home education program. Families enrolled through a Florida private umbrella school typically receive a diploma issued by that umbrella school instead.
College & military recognition
Florida public universities, the State University System, and the Florida College System all have established processes for homeschool applicants, typically requiring a transcript, the diploma or proof of completion, and SAT or ACT scores. Bright Futures scholarship eligibility specifically recognizes home education students who meet program requirements. Homeschool graduates are eligible for Tier 1 military enlistment when they present a diploma and transcript.
